  1. Melt the butter in a Dutch oven or large saucepan over medium-low heat. Add the chopped shallots and carrots, and saute until tender.
  2. Blend the flour into the butter and vegetables until well incorporated. Continue cooking and stirring for about 2 minutes.
  3. Warm the milk in the microwave or in another saucepan over medium heat.
  4. Slowly stir in the warmed milk and continue cooking and stirring until thickened.
  5. Add the black pepper, tomato paste, and heavy cream.
  6. Stir in the crab, shrimp, and wine. Bring to a simmer.
  7. Serve hot.
